一、計畫概述
- a. 此計畫主要目的為替灣國家正常化發聲,以Global Citizen為範本,製作網站建設任務與獎勵機制,讓使用者透過遊戲化的方式參與,鼓勵使用者透過此網站發信給相關組織或透過社群網站傳播議題,提升公民意識(awareness),發揮公民影響力。

- 2013年,台灣曾以「中華台北」的名義受邀參與國際航空規範會議(ICAO),2016年9月,台灣再次申請參加,卻未受邀參加。
- 台灣飛航在國際間的重要性:

- International Civil Aviation Organization Excludes Taiwan from Assembly
- The International Civil Aviation Organization (ICAO), a United Nations specialized agency created in 1944, held its 39th Assembly in Montreal from September 27 to October 7 this year, which formulates regulations and standards that are to be adopted by countries all over the world in order to create a “safe, efficient, secure, economically sustainable and environmentally responsible civil aviation sector.”
- However, Taiwan was not invited to attend the assembly.
- Taiwan is responsible for the airspace known as Taipei Flight Information Region (Taipei FIR), which covers 180,000 square nautical miles and provides services for nearly 1.53 million controlled flights carrying 58 million travelers annually.
- In 2015, Taiwan’s Taoyuan International Airport was ranked as the sixth largest globally in terms of international air freight traffic and 11th largest in terms of international passengers, according to the Airports Council International (ACI).
- Taiwan is connected to 135 cities around the globe via 301 scheduled passenger and freight routes, its highly developed and globalized economy is a sizable contributor to air traffic and will affect or be affected by any changes to regulations to which it currently abides.
- The absence of Taiwan in ICAO has impact on several aspects:
- 1. As a sizable contributor to air traffic, Taiwan fails to contribute to formulating global practice in commercial aviation due to its absence.
- 2. Members of ICAO miss out what Taiwan has learned from several aviation problems, such as knowing when to stop or restart the flight when typhoon hits.
- 3. Delayed information of the latest aviation regulations can cause passenger safety and the efficiency for Taiwan to run the latest rules.

- 目標使用者:影響誘因開發。在台台灣人/在美台灣人/台裔美國人
- 誘因:很重要,簡單一鍵式轉推或是寄信未必能引起群眾對該議題的共鳴或是了解,真正能讓群眾了解議題的關鍵是活動,運用群眾喜愛的娛樂表演,穿插重要議題、經驗分享(以演講、紀錄片等等方式),讓參與群眾能切身感受到議題的重要性。
- 可以議題連結,邀請關注同樣議題的藝人來台(ex.支持性別平權議題的歐美同志歌手),刺激群眾使用Taiwan Citizen轉發議題或採取行動。

- 困難:論述的立場容易因政治因素受到片面曲解,台灣藝人可能因不願表態政治立場而不參與,難以創造對於目標使用者有吸引力的誘因。

- Our goal is to raise awareness of Taiwan independence. As an unrecognized country, Taiwan is top economic region in the world, 10% in GDP and trade partner all around the world. Taiwan has 99% healthcare coverage, best medical service. Also Taiwan has been dedicating to humanity for years. As the most liberal democratic area and first legalize gay marriage in Asia. But yet to recognize as a country. Oppressed by China, we are exclusive to international participation.

The Gender Inequality Index (GII) is an index for measurement of gender disparity that was introduced in the 2010 Human Development Report 20th anniversary edition by the United Nations Development Programme (UNDP).
Taiwan was number two in all region , but not as a country .

- There are extremely likelihood that in 2017 Taiwan will become the first country in Asia to legalizing gay marriage, and this is a news we are very proud to share with LGBTQ groups all around the world.
- United Nation Development Program release Gender Inequality Index in 2012.
- While Taiwan is not listed under the UN Development Program due to China’s push for Taiwan’s exclusion, the Taiwanese government has taken the judging criteria and found that the country’s Gender Inequality Index is second lowest in the world (only after Netherland.)
- In 1977, Heavey Milk was the first openly homosexual senator in the US. Later became the most well known gender activist in the world. Through this long fight for humanity, Milky encouraged and stimulated LGBTQ movements all around the world.
- Action! We aim to collect 10000 petition signatures from taiwan citizen to Sean Penn , a famous politic and gender activist, to call for Taiwan’s inclusion into the United Nations so that Taiwan can also provide help fight for equal human rights. Let us fight!
